The National Propane Gas Association (NPGA) offers a comprehensive Entry Level Driver Training (ELDT) program designed to assist individuals in obtaining their Commercial Driver’s License (CDL) and Hazardous Materials Endorsement (HME). This program aligns with the Federal Motor Carrier Safety Administration (FMCSA) regulations, which mandate specific training requirements for new CDL and HME applicants.
Understanding ELDT Requirements
The ELDT regulations stipulate that all new applicants for a CDL or HME must successfully complete both theory (classroom) and behind-the-wheel (BTW) training before taking the state-administered exams. These trainings must be conducted by a provider registered with the FMCSA. The theory portion covers essential topics such as vehicle operation, hazard perception, and safety protocols, while the BTW training provides practical driving experience.

To streamline the ELDT process, NPGA offers the Administrative Compliance Experts (ACE) services. ACE assists companies and individuals in navigating the complex ELDT requirements by simplifying the process into five manageable steps:
1. Sign Up Online: Enroll in the program through NPGA’s platform.
2. Complete Online Knowledge Training: Finish the theory portion via NPGA’s online modules.
3. Complete Onsite Behind-the-Wheel Training: Undertake practical driving sessions as per FMCSA guidelines.
4. Submit to NPGA: Provide all necessary documentation to NPGA for review.
5. Take CDL Test: Proceed to the state’s CDL examination upon successful completion of training.
NPGA, as an FMCSA Registered Training Provider, handles the submission of all required materials to the FMCSA on behalf of the applicant, ensuring compliance and reducing the administrative burden. This service is available to the entire on-road community, not just those in the propane industry.

NPGA offers various ELDT packages tailored to different needs, including options for CDL only, HME only, or combined CDL + HME training. Each package is available in Basic and Deluxe tiers, with pricing varying based on NPGA membership status:

Deluxe: $420 for members; $620 for non-members
HME Only:

Additional Support and Resources
Beyond ELDT, NPGA offers a Registered Apprenticeship Program (RAP) at no cost, providing standardized training for roles such as Propane Service Technician, Bobtail Driver, Transport Driver, and Utility (Cylinder) Driver. This program ensures that apprentices receive industry-approved training and a nationally recognized credential upon completion.
