Propane Days 2025: What’s Moving in Congress for the Propane Industry

Every year, propane industry leaders head to Capitol Hill in Washington, D.C. to talk with lawmakers about policies that affect the industry and its customers. In 2025, the National Propane Gas Association (NPGA) once again sponsored its annual Propane Days event which was focused on two high priority issues: LIHEAP funding and the Energy Choice Act. Below is a summary of where things stand now. 

What LIHEAP Is — and Why It Matters
LIHEAP stands for the Low-Income Home Energy Assistance Program. It helps people who struggle with paying their energy bills, especially during the colder months.

In recent budget proposals (for Fiscal Year 2026), both the House and Senate suggested small increases in LIHEAP funding. 

However, Congress has not yet passed full funding bills. Instead, it’s likely to use a continuing resolution (CR) — a temporary funding measure that would keep LIHEAP at Fiscal Year 2024 levels until permanent appropriations are approved. 

NPGA is pushing Congress to pass a long-term funding bill so that LIHEAP can have stability and certainty in future years. 

Why does this matter to the propane industry? When LIHEAP is strong, more households can afford to heat their homes — which supports fuel demand and helps many customers stay safe and warm.

The Energy Choice Act: Gaining Traction
The Energy Choice Act aims to promote competition in how energy is delivered, thereby giving consumers more options. During Propane Days, NPGA worked hard to raise awareness of this legislation. 

Here’s where it stands:

Before Propane Days, the House version had 42 co-sponsors. After Propane Days, that number doubled to 86 co-sponsors. 

The House Energy and Commerce Committee has held two hearings: one giving background and another laying out the bill’s details. 

The next step is for that Committee to “mark up” the bill (make amendments and vote on it), and potentially send it to the full House for a vote. 

On the Senate side, there are currently 5 co-sponsors. NPGA is working with Senate offices so the Senate Energy & Natural Resources Committee will consider the bill. 

If passed, the Energy Choice Act could open doors for more propane usage and give customers greater flexibility in their energy options.

Watch whether Congress replaces the temporary funding (CR) with a full appropriation. The size of LIHEAP funding could affect customer demand for propane.
